Post 1900 Test Eagle Question

In an email discussion with another collector I was asked an interesting question. This was actually was asked in the latest Test Eagle discussion, but it got lost in passing.

In 1901 the US Army was delivered 1000 American Eagle Lugers we recognize as Test Eagles. Sources commonly list the "in range" pistols as being from #6100 to #7100. There are Lugers outside this range which exhibit Test Eagle characteristics, and are accepted as TEs by many collectors.

If the "out of range" pistols are actually Test Eagles, that means that less than the full thousand-pistol run 61000-7100 was delivered to the Army.

Has anyone reported, or know of, or own, Lugers "in range" which are other than American Eagles, or American Eagles with GERMANY marks?
