Can anyone help with a barrel or top unit with a barrel on it?

I aquired a non-collector grade Luger that's functionally sound and safe to fire, but the bore has little rifling left. I was told to either get a new pistol or a new barrel. I found a few barrels easily enough through the various sites for a reasonable price, but the smiths in my area (North Central Virginia) are unwilling or unable to help. How much does this cost, money isn't an issue, and who can do this?
