What year would a .30 Luger 9025n have been made?

It is designated as an Alphabet DWM (formerly 1920 commercial). Former "1923 commercials" have 5 digit S#'s and were actually made in 1920, which is why the new designation is 20DWM.

My DWM .30 cal. commercial is ser#311 o. I was told it was vintage 1924. Since it's 1300 after this one should it also be 1925? Thanks.

Yes. According to 'Weimar Lugers' the 'o' block began in mid 1925.
