The sight is moved horizontally to bring the point of aim and point of impact into coincidence
horizontally, it has nothing to do with vertical movement. It also has nothing to do with adjusting for wind...it is a correction for the physical placement of the shot by the pistol as manufactured.
P.S. I have a Vickers Dutch Luger with the front sight displaced the same way! However, it has been moved away from the factory setting as the index marks do not line up. But a new index mark was struck at a very slight angle to indicate it was a re-strike, obviously to meet the sight picture requirements of the individual that owned/used it at the time. Not everyone looks at the sights the same way and it also may have something to do with which eye is dominant vs. left or right handed shooter.
