We're talking about lugers, not ARs; the steel case IS the problem in a luger; as has been pointed out before- primarily due to the obduration ring the the chambers(before 1940).
Practically, there is no good reason to use steel case ammo in a luger; if one can afford a luger, one should be able to afford brass case ammo!
