Frankfurt is the much larger area/city and higher numbers are found than from the smaller Weisbaden itself.

The Weisbaden area was occupied by the French and the stock lugs on lugers from Weisbaden are often found with the stock lugs ground off; same as the state of Hesse.
This was a "requirement" imposed by the French during occupation, though not all pistols were actually "de-lugged".
