I have a simular problem on an artillery that I recently purchased. The toggle stops just short of full closure. A simple closing of the toggle ends up with the Luger not being cocked. But just moving the toogle back about an eigth of an inch and then closing the toggle cocks the gun. The gun is cleaned and oiled. The chamber is good. All the springs appear right (not broken). The extractor is not broken or worn and the ejector looks good. The breech blocks spring and pin look good. Heck, I even took the trigger bar apart (that is one small pin in there). That is the only spring that looks a tad on the weak side. The magazine is new and the ammo is from a trusted reloader. But the spent cartridge does not always extract (sometimes stove pipes and sometimes just stays in the chamber). Your comment about the side plate has me stymied though. I can not think, logically, what this has to do with the cocking.

I may have two separate problems here or just one causing two malfunctions. While the hump on the side plate is damaged (bent), the trigger lever and pin look sound. What am I missing here?
