Why would someone grind down the serial number? This is speculation, but it seems to have been a clumsy attempt to boost the value of a mismatched gun by making it into a matching gun. It looks like the upper assembly is serial number 600 M. The frame has been renumbered to 600 (by someone who did not understand that the "E" suffix was part of the serial number). Note that the safety bar in the renumbered frame, in your photo, has also been over-struck with "00" to make it a fake matching part (you can still see the original number, looks like a "18" or "13" underneath the over-strike).

Despite its diminished value, it seems to be in good condition and might be a good shooter. It still retains history as a WWI Luger that continued service into the Weimar era, and probably WWII. Enjoy it for what it is.
