Hi Ralph,
As Ed said, welcome to the forum. Sounds like your neighbor may have a Glaser-Francotte training pistol made in Belgium in the 1920s. Is the bottom of the grip frame quite rounded and is there a latch in the left toggle knob? If your neighbor is interested in selling, I am interested in buying.
