An "ordinary" Gunsmith CAN do this work, BUT only if the legal possessor (licensee) is physically present during the entire process, otherwise the gun must be legally transfered to the one doing the work... and that incurs the $200 tax unless they are a class 3 dealer or a Class 2 SOT.
