This is a scam, and various versions of it are being pulled off with increasing frequency. Consider the fact that $700 is a VERY good price for a mismatched 20 Commercial and the whole deal smells fishy. In all probability it is more than likely you will end up without your Luger and his check will bounce. But if you still want to go ahead with the deal, make sure his check is good before you send the gun and your check. If his check is good, it is a money laundering scheme to the tune of $3700, and you will have contributed to some cause or illegal operation that you ordinarily would never support.
At the last Tulsa show a dealer showed me a cashier's check that was totally bogus. The same scam was offered to him as it was to you. The dealer presented the check to the proper authorities, who identified it as counterfeit. If he had gone through with the deal, he would have been out a rare firearm and a couple of thousand dollars.
