Herb, abbreviations during WWII were different than they are today. When I was a kid in the '50s growing up my dad was a "Lt.Col" then later a "Col". When I was in the Army in the 70's those ranks were LTC and COL.

The paper, however, does appear to be a fake. Blanks were being sold in Tulsa several years ago.
