Default 45 Luger 'variation'

This is interesting, was sent to me;

Does anyone know any of the detail history of this US built luger variant shown in the enclosed photos? The information I have is that it was one of several made at the Washington Navy Yard sometime during, or before World War II, and that some of the others were finished and test fired. It is chambered for 45 ACP ammunition. The present owner got this partially completed pistol from either the son, or grandson, of one of the people that actually made the gun.
