Default The more I look at the size of the shaft on this tool the more I think

That the tool is custom made and in a nice custom wooden box. I do agree that the tool looks like one used for model 98 mauser rifle actions, but may be a recessed head with the dual pins for dealing with the front and rear artillery sight adjustment screws. A recessed head would be less likely to slip off the screw during adjustments...
