I suggest that the proprietors need to do a minimum of two things:

1. File a complaint with the agency IG
2. Report this entire matter to Virginia Congress-critters and ask them to intervene.

This is clearly the work of some addled-brain mid level silly servant who was looking to get some exposure. So lets give it to him.
