One might hazard a much more speculative WAG, that there was more than one fabrication line for frames and it took time to get each of them converted to stock lugs.

I was thinking there was a standard of applying serial numbers, i.e. that the serial number was not applied until AFTER the gun was complete, it was test fired, proofed and taken apart and all small parts numbered.
