Yes it is legal IF it is either an original Navy Luger stock, or an exact reproduction of that stock.

It IS however....a FEDERAL felony to attach any other type of stock to this gun unless it has been federally registered by the ATF as a short barreled rifle (SBR) under the National Firearms Act of 1934. The Tax is $200.00 for this registration.
