I discussed this interesting Luger with Mike Krause today. These very low serial number pieces were apparently "test" guns. Why "BUG" proofs are on it increases the mystery. I'm not certain that these proofs were on the earliest guns (It's also controversial whether the serial numbers restarted at "1" at some point). Mike has seen and examined #19. It has the "GL" monogram on the rear toggle and of course has an unrelieved frame. After my talk with Mike, I would like to see more photos and hear more details.
