Hi Morgan,

From the photo, it appears to be an old Stith or Griffin&Howe type
side mount scope base. They have drilled and tapped the side panel above the left grip. As you can see, the scope is offset to clear the toggle.
Weaver also made or makes an offset side mount very similar to this one, for the pre-angle eject Winchester Model 94 carbine.
