Herb, It seems to me that 20 degrees really isn't that cold... BUT if the gun was close to that temperature AND there was LUBE inside the mag that really wasn't designed to function at that temperature it may have been congealed by the cold and allowed the follower to drag on it's way up causing the misfeeds. By the time that you reduced the loads to 6 rounds, the mag and gun may have been warmed by your hand and the lube was allowed to do it's job.
Try cleaning your P38 mags well and lubing lightly with breakfree and see if you have the same kind of problem at that temperature. If the weather is warming up to the point where you can't test at that temperature, take an ice chest with some dry ice in it with you to pre-chill the gun/mag for testing...
