Jim,
I am about 99% certain you have correctly identified it as a 1906 Portuguese M2. It is definitely for a Portuguese (AE marking) and is for a 4 3/4" barrel, rather than the 4" Navy. Nice looking holster. Send me a PM if you are considering selling.
