To the best of my knowledge, only Mauser produced Lugers have this characteristic on the stock lug. I do not recall any DWM, Simson, Erfurt or Krieghoff Lugers that I have either personally examined or see photographs of, having this condition on their stocklugs.

This hole was obviously produced by the end mill that was used to machine the stock lug groove... why Mauser chose to make the entry (or exit) point deeper is beyond my knowledge and limited expertise.
