If I'm following (well, more like eavesdropping upon) this conversation correctly, Dok is correct. The return of a firearm sent to a FFL for repair is one of the few cases where there is no FFL needed to ship the firearm back.
If the firearm went directly from "4 Seasons" to the "Charlies Sporting Goods", then the "Charlies Sporting Goods" may ship it directly back to "4 Seasons" and does not need a copy of the 4 Seasons FFL to return it.
Just for future reference, Dok didn't need 4 Seasons to send the pistol to Charlies Sporting Goods. He could have sent it himself. Now that Ted has a class 01 FFL anyone can send a Luger directly to Ted for repair, and receive it directly back from Ted. In the case of repair and return to the owner, only one FFL is needed.
