David, it is pretty hard to adjust the sights on a Luger for elevation. My experience with pistols that have fixed sights is to get familiar with the pistol enough so one can compensate for any slight variations. Another ten yards out and the point of impact might be right on. For a combat pistol, eight inches either side of the kill zone is not unacceptable. You might want to try different ammo or handloading some different loads. Striving for Olympic style accuracy might be a frustrating experience, though.
