Both Pennsylvania and Florida are good places to live for shooters (depending on whether you like winter or not--I don't). Avoid the big cities and stick to rural counties.

Both states have "shall issue" permit systems. PA probably has better hunting (I don't care, I don't hunt), but you can't hunt there with a Luger. FL has better fishing (you can do this in good weather).

Cost of living in both places is one heck of a lot lower than Kalifornia.
