That's if you move to California, not if you already live in California and have a C&R and COE. If all of what you said is true, there would be no point in having a C&R or COE. You don't have to register a C&R hangun, because you are an FFL. Does a dealer register a handgun when he receives it? No.
As far a dealer requiring a HSC for a C&R weapon, he's confused because California has so many firearms laws.
