These regs apply to original guns. Modern production and reproductions, including commeratives (such as the commerative navy made by Mauser in the 60's and 70's) are not exempt from the NFA rules and require tax stamps etc to be legal. At least that is my understanding and I have been trying for the last two weeks to have the Technical Department at the local ATF office confirm this and clearify this in regards to the mauser commeratives. (and I still don't have an answer) But if anyone is considering "making" a navy or the like, make sure you are using period frames at the very least... particularly if you intend to attach a stock.

Ideal stocked lugers are also exempt.
