Here is an illustration of the mag safety from the excellent E-book on Luger mechanics by Gerard Henrotin... Hope this helps.

As to the whys? Evidently there was at least one and maybe more accidental discharges by inept and careless police at the time and these devices were designed and retro-fitted to police destined Lugers... to protect the police from themselves...

In practice, they were found to be a hinderance, and that is why most of them are found to be disabled or removed...
