I think it's the other way round. That they took more time and effort to make commercial bars fit nice and flush with the frame, hence the marks on the commercial bar. And that it wasn't considered to be very important on Military contract guns (okay as long as it functions properly).
Another possibility is a change in frame-design. Anyone compared the later Mauser frames with earlier DWM ones, to see if the frame was modified to have better working safetybars?
