I emailed the guy, here is the reply
Hi
The magazine and the luger are cera 1921.The magazine is in good working condition,The luger it self is in good condition,it has all moving part it can be stripped down for cleaning.Am not shore how the maker is it do's have the factory mark stamped on the top,is there any think pacific you would like to now.

My guess is that it is an actual Luger, too bad it can't be imported without a heap of paperwork.
