Post P-08 Commercial question

Ran into a 1908 Commercial -BUG proofs- in a gun show today. Sadly it had been reblued many years ago, condition looked like one would expect with original blue.

However, it had a holdopen added, and the serial number had been stamped military-style on the sideplate, in addition to its original commercial position. Is there some provenancial explanation for these features?
