Talking my 1910 DWM

Here's my newest luger, a 1910 DWM, completely matching, not the mag. It has some deep rust-marks, but it wasn't expensive, so i bought this interesting gun. It has no stock-lug. The hold-open-lash was added in 1913. But now my question: Why are the last two digits (#31)UNDER the side-plate and not on the surface. There is also the #31 under the chamber (where other lugers have none) and a # 31 under the rear toggle. I thougt, that kind of stamps had only navy-models? Or had all lugers from 1910 that kind of marking? It has not been at the navy because there is a troop-marking on the front of the grip (see pics). Where was that troop, in which town??? Your opinions please. Dieter
