Police Luger, I think you are right the first time, I think it is very possibly a TP that was just stamped bad? Or slightly double stamped?

In Still, Weimar Lugers, it shows a normal sunburst, but also shows an asterik with a letter below, and labels it "sunburst", so, assumed that is what they were called.
