Alamo, another possibility not mentioned is that the pistol may be pre-WW1 manufacture and not have the hold-open device installed at all. You don't mention manufacturer or the date stamped on the receiver. If your pistol does have the hold-open installed, it's likely a magazine problem... weak spring should be the first suspect and a different mag would soon show you if that's the case.
