The reality of front line war is that sustained use of a handgun as a primary weapon is an unrealistic concept.
They are more defensive in nature.
Most often in the hands of NCOs or Officers whose job is to actions of others.
Basic load was only two mags, while actual fighters with rifles and SMGs had bandoleers and loaded pouches with multiple clips.
Crew served weapons guys had handguns as defensive pieces or at least something to have in case of loss or damage to the primary piece.
I never have had any real problem loading a few Luger mags at a time without a tool. Tool is a help, though.
