There is no issue shipping to Canada ... I get things sent all the time from the US as well as Europe.
The only problem is shipping is very slow these days due to covid-19.

If the magazine is of a prohibited capacity all you need to do is restrict the loading capacity to restricted capacity level by use of a plug or other restriction device.
