Norwegian gun laws are kinda hars on the old lugers i'm affraid, not that it is impossible to legally own one, but it means a lot have gotten deactivated like this one has. In Norway, in its condition, it is still worth around 500 USD as a collectible- believe it or not. A usable Luger is around the same price, depending on quality- but it is a bit of a hassle to get a pistol-license. So was really just wondering about its history/markings haha.
