The P08 in question would have to be imported by a licensed importer. If it is a Commercial Model Luger, it can be imported by an 01 FFL or a holder of a Curio & Relic FFL.These FFL holders are allowed occasional imports, but all the paperwork has to filed with the ATF; serial number,type of pistol etc.. AND it has to meet the point system(as do all pistols that are imported. This is why we can't have all of the nice little pocket pistols imported here anymore. They have to meet certain safety standards, overall length, weight etc, etc. Witness the Walther PPK
that is made outside of the USA. It doesn't meet the standards set up in the Gun Control Act of 1968. We all know that this is not a "cheap" pistol.
Back to the P08, if it is a Military model only an importer of military weapons could import it. There is an importers license that you have to have to do this. And on top of that, it has to have a 5 year provenance that can be proved before it can be brought in.
I'm writing this from memory so if I have misstated anything hopefully someone will correct me.(It is true that memory is the first thing to go)
