Default New Guy with ?'s about a 1916

Stamped 1916, military, #6292 C, Safety bar is 98 not 92 and mag is not matching either. All others are 92 or full #.

1. What does the 8,82 stamp on bottom of barrel represent?
2. Could that safety bar be original since it is so close to 92?
3. Is it accurate to call this the 4,6292 manufactured in its series?
4. Does the 1916 represent the actual year of manufacture?

This is a friends gun and he does not compute. Of course he is interested in value, but I'm thinking I can get estimates elsewhere on the internet. He was offered $1050 with an extra unmatched magazine at a gun show recently.

Glad I found this site because I was getting lost and confused with so much Luger info on the internet.
