Aaron, if your barrel rails were out of alignment vertically then yes, both the toggle fit and the frame fit would be difficult.
Actually, it would make sense that toggle fit would be easy if frame fit was hard due to bad horizontal alignment--if the rails are squeezed the toggle is stiff and the frame is easy, if they are spread the toggle is easy and the frame is stiff.
