There is really no question as to what it is, it is a Japanese made pot-metal "model" of a luger.
Since the Japanese cannot own "real" pistols, they have made accurate models with moving parts of many models of pistols and some rifles.

You can still buy these new.

In the box and in perfect condition a luger might bring a couple hundred, unless it is a "rare model". The barrel is not "spiked" but was made that way, the "hole" never went all the way through.

One in this condition and missing parts or some functions not complete, what ever one can get.
