I believe the Navy markings were added to the holsters after they showed up at the navy depot.
Thus most any date current or previous would have found its way to a 1937 dated luger; and could have been changed again anytime after that!

I suppose there could be 1000 1937 navy marked holsters, being procured in '37 and used till they ran out! JMHO.
