I would not call it "fraudulent", that implies intent; it is simply "wrong".
The seller does not have any idea what he has, except it is a luger and if like everyone else- "it must be worth a lot".
Probably using fawlty logic; all 1900 lugers have grip safeties, ergo this is a 1900 luger.
