I made a jig to hold the assembled dummy mag and base at the proper angle, clamped it down and used my lathe to bore a pilot hole for the lag screw.

P.S. Here is the jig. If it isn't crude, then I don't know the definition of "crude" . It isn't a very good photo, snapped with my phone, but not worth the effort to get a better one.
