It's a Bubba-fied Luger. Possibly an added-on sleeve to 'repair' a damaged artillery sight dovetail, but the braze is inexcusable.
Trashed about $350 worth of artillery sight plus whatever the barrel might be worth...Not much, by the looks of it...
