I also doubt that they ever manufactured them. Perhaps they did an occasional rework or repair. Tooling up for luger production was so darn expensive and complicated that there were never more than 3 production sets in existance at the same time.
The transition from the Simson tooling to Krieghoff is rather puzzling, for example. Krieghoff categorically denied that they took over the Simson tooling, but that they developed new tooling based on the Simson one. I guess the fact that Simson, a Jewish company, was seized by the the German authorities in the late thirties has something to do with that... Perhaps they (Krieghoff) tried to avoid having to pay damages after the war?
