I agree that the recoil spring may be part of the problem... and it could also be the ammunition he is using as well...

First try the bulk box of Winchester 115 grain 9mm sold at wal-mart's for about $11.00 a hundred. We have a lot of good reports on this ammo and Lugers.

make sure the pistol's moving parts are generously lubricated but not overly so (use breakfree) and definitely no lube in the chamber ...
