A carbine with an artillery stock is not "legal".
Rich has posted some references to ATF documents, but there are additional exemption letters that state that reproduction stocks of the same or essentially same design are acceptable.
The Artillery stock is not essentially the same design as a 1920 carbine stock, so the combination you started the thread with is not legal, UNLESS the barrel of the luger is 16"+.
