Yes.

Bad and incomplete info abounds.

Some lugers first found their way to the military then to the police.
According to The Mauser Parabellum, p 350:
1930-34 - 90 pistols with DWM toggles assembeled by Mauser went to the police
1935-42 - from the Army to Police - 2,301 to 4,312
Mauser banners 1938-1942 - 22,785 approx.

For a total of some 26,000 pistols, with roughly 10% via the Army.
So one might expect to see 1 of 10 Police Mauser pistols with army acceptance, of course all of these are not "byf" codes.
