The part where you certify the description given is correct and the item doesn't contain prohibited articles.

They are fussy about the description because that is the basis for any customs duties, not accurately identifying it can be construed as an attempt to avoid correct payment.

Gun parts are prohibited articles under the ITAR. You need a license to export them.

Yes, I know this is all chicken manure, but either could be a problem if some officious person wants to make the proverbial "Federal Case" out of it. An ITAR violation can be an exceptionally big problem.
